Obasanjo Moves Nigeria’s Desire to Acquire Nuclear Energy Further From Josephine Lohor in Abuja, 08.01.2006
President Olusegun Obasanjo yesterday pushed Nigeria's readiness to acquire nuclear energy as he inaugurated the board of the Nigeria Atomic Energy Commission (NAEC). The commission was first established in August 1976 to create an agency which would provide the requisite institutional framework and technical pathway to explore, exploit and harness atomic energy for peaceful applications in all its ramifications for the socio-economic development of Nigeria. President Obasanjo who described the acquisition and use of nuclear technology as a very important element in any nation’s path that wants to achieve scientific and technological maturity, and who chairs the commission, said nuclear energy uses are multifarious and multidisciplinary. “In addition to the generation of electricity, nuclear energy finds ready peaceful applications in agriculture and food security, medicine, industry, and in basic and applied scientific research," he emphasized. President Obasanjo stated that with the inauguration of the board, Nigeria's quest for energy self-sufficiency has begun and "the NAEC will now be centrally placed to play its role for the eventual deployment of nuclear power plants for electricity generation, among other uses in Nigeria. We have (by the inauguration) activated the focal point and specialized agency of government, which will serve as the vehicle mandated by law to promote, coordinate and streamline the implementation of our national nuclear energy programme. “ It also further confirms the strong belief that with sustained consistency, the frontiers of development are within the reach of any determined and committed society driven by science and technology, and imbued with the vision to uplift its citizenry to a state of prosperity," the President noted. He also stated, "the global picture on the utilization of nuclear energy for the generation of electricity is becoming brighter by the day, and holds some good promise for the developing world, particularly for us in Nigeria. This technology will enable us to diversify our electricity generation base beyond oil and gas and hydro, to include nuclear and coal." The President announced that the new position of the Nigerian government is in tandem with the new policy initiative of the US Government on nuclear energy tagged: "The Global Nuclear Energy Partnership" which seeks to popularize and expand the generation and use of nuclear electricity in the world, and yet make it more nuclear weapons proliferation resistant. In this regard, he has directed the Ministers of Science and Technology and Power and Steel, Prof. Turner Isoun and Liyel Imoke, to develop the requisite framework for Nigeria to tune into this new policy perspective on nuclear energy development, and derive optimal benefit from it for Nigeria. Meanwhile, President Olusegun Obasanjo has stated that Nigeria must look beyond its current oil reserves and find alternative sources of renewable energy. Speaking at the inaugural meeting of the Presidential Council on Production of Sugar/Sweet Sorghum and Manufacturing of Ethanol as Renewable Fuel yesterday, the President explained that this has become necessary because oil reserves cannot be replaced.
“When the oil reserve which is non-replenishable is exhausted, we have to find answers in renewable energy,” he stated. President Obasanjo also noted that increasing dependence on ethanol and bio-diesel would not only create more jobs and wealth but also enable the country’s oil reserves last longer for the benefit of future generations.

Nigeria seeks IAEA help for nuclear power plants
Nigeria has asked the world's nuclear watchdog for help in building two atomic power plants to supply electricity to the energy-starved oil exporting nation.

Nigerian Science and Technology Minister Turner Isoun made the request during a four-day visit of the head of the International Atomic Energy Agency to the West African nation. "We would like to seek the assistance and support of the IAEA for the development of two full scale 1,000 megawatt nuclear power plants for the generation of electricity," Isoun was quoted as saying at a dinner on January21, Reuters reported.
Nigeria commissioned its first nuclear reactor, a small academic research reactor at the Ahmadu Bello University in Zaria, last year. Nigeria is Africa's most populous country and has huge oil and gas resources, but corruption by successive governments and inefficiency in the National Electric Power Authority (NEPA) have led to massive shortfalls in power supply. Investors cite constant blackouts as one of the country's top economic hurdles, and they spend millions of dollars every year on diesel-fuelled generators to keep industry running. NEPA, which currently supplies about 2,600 megawatts, has been split into seven generating companies, 11 distribution firms and one transmission company ahead of its planned privatisation later this year.
Nigerian officials insisted that they were seeking nuclear technology for peaceful purposes, and pointed to the country's ratification of the non-proliferation treaty and additional protocols as evidence of that. Formally IAEA cannot reject Nigeria’s request as the world’s nuclear watchdog was established to promote peaceful nuclear energy.

Nigeria’s external reserves may nudge the $50-billion mark by end of November 2006 to sustain the recent growths in the country’s external reserves.

Official data released by the Central Bank of Nigeria (CBN), yesterday indicated that Nigeria’s external reserves will most likely hit the $50-billion mark by end of November, given the growth trends within the immediate and medium-term periods.
Year-on-year growth rates released by the CBN also showed average percentage growth rate since 2004 at about 197 percent.
The CBN said the external reserves closed July 2006 at $39.1-billion as against $35.8- billion in June 2006 while the reserves opened 2006 at $28.28-billion.
External reserves had grown from $7.5-billion in 2003 to $16.96-billion in 2004 and closed 2005 at $28.28- billion. The CBN data stated that the external reserves had grown by about 664 percent since the advent of the current democracy. The reserves stood at $1.99 billion in May 1999.
The apex bank said the continuous build-up of external reserves was necessary to ensure macro economic stability and safeguard the economy from the vagaries of extraneous global effects that could distort the sustainable stable growth of the economy.
Mohammed Nda, director, foreign operations, CBN, said the rising level of external reserves had assisted in ensuring stable macro-economic development and further enhanced Nigeria’s competitive advantages in the global finance and trade.
"The rising level of reserves has assisted the country in financing its budgetary programmes, maintaining exchange rate and price stability and settling its external obligations, in particular the $12 billion Paris Club debt, thereby enhancing its credit worthiness," Nda underscored the roles of high external reserves in the macro-economic mix.
He stressed the need for deliberate and systematic saving of the reserves to safeguard future economic development of the country, pointing out that oil, which is the main source of the reserves accumulation, is a wasting asset.

President Olusegun Obasanjo has disclosed that the contract for the $8.3 billion first phase of the modernization and expansion programme of the Nigeria Railway from Lagos to Kano would be signed this month and work would commence immediately thereafter.
In his broadcast to the nation yesterday evening, he however, warned people who have encroached on railway land to leave immediately, just as he asked State Governments to readily make available land that would be needed in the expansion programme of the railway.
"Phase I is scheduled to be completed in four years at a cost of $8.3 billion of which $2 billion is being obtained as soft loan from the Chinese Government. Phase II, which will be the second spine of the backbone- Port Harcourt to Jos, with the same design criteria, will follow on the heels of Phase I.
"In this regard, those who have encroached on railway land should quietly leave such piece of land to save the Government and themselves the effort of using all means to reclaim such right of way. There will also be need to acquire new land for the modernization and expansion to new locations.
I appeal to State Governments and land occupiers to co-operate in making land available for this all-important project.
Our investments in these areas are coordinated to make a lasting impact through a holistic transportation system across the country. Though I have not included bicycles in the inter-modal list of transport systems, it must not be forgotten, if only for its physical exercise and therefore, health implications".
Linking the modernization and expansion of the railways to meeting the nation's socio-economic, political, cultural development and integration objectives, he hoped that "subsequent Administrations will buy into this vision and that other friendly countries will offer similar concessionary loan assistance to continue the project in the years ahead with the possibility of a West African regional railway system".
He also disclosed that "as part of the effort to bring in private capital, skills and technology, the Bureau of Public Enterprises (BPE) is already considering the possibility of concessioning the existing East, West and Central lines (i.e. Port-Harcourt to Maiduguri with link line from Kafanchan to Kaduna; Lagos to Kano; and Itakpe to Ajaokuta to Warri Rail Lines respectively). Even this requires minimal rehabilitation to get value for money from concessionaires.
"Today, we have a new vision, a new commitment, and a holistic strategic plan encompassing expansion and modernization of the Railway to be implemented within a 25-year time frame. Various scenarios and options of commencing and progressing with the implementation of the Plan have been presented for consideration at various fora. Following the presentation of Draft Final Proposal to the Federal Executive Council on 19th July, 2006 the Federal Government endorsed an implementation Plan entailing:
(a) 3 Nos. Longitudinal Lines, Lagos - Up North, Warri - Up North and Port Harcourt - Up North
(b) 4 Nos. Latitudinal Lines; and
(c) Branch and Extension Lines
"This covers all the State Capitals and major commercial centers in the country. Within this framework, it is further agreed that the 1st Phase of the Railway Line should entail the Lagos-Kano Standard gauge, double track railway line spanning over 1315 kilometers with a loop from Minna to Abuja and only Abuja to Kaduna being single track due to inadequate anticipated traffic. It was further agreed that the scope of work, segmentation and construction will follow 5 segments:
Lagos - Ibadan
Ibadan - Ilorin
Ilorin - Minna
Minna - Kano; and
Minna - Abuja - Kaduna
This new approach will significantly impact on our people and their communities. It will ease movement, reduce reliance on vehicles and the airport, promote tourism, and build on the foundations of integration, unity, cooperation, and social harmony that we have been working so hard to consolidate".
Giving further insight into what the new railway would portend, President Obasanjo stated that "the design criteria or technical features are:
1. A speed of 120 to 150 km/hour for passenger service
2. A speed of 80km/hour for freight service
3. Rail gauge of 1435 mm Standard Gauge
4. Maximum gradient of 12%, and in exceptional situations 15%;
9. Block type: computer interlocking, inter-station automatic block, subject to being upgradeable.
10. Continuous welded rail shall be applied on all the tracks.
"The construction of the rail line will employ tens of thousands of Nigerians immediately. The entire project will promote technology transfer, the building of new skills, and the development of rail allied industries. As much as possible, local materials will be used.
Furthermore, the towns and communities around the railways will experience an improved socio-economic activity that reduces their unemployment rates".

Of course, better late than never; but all this chatter about building infrastructure should have happened in Nigeria some 25 years ago.
And nuclear energy? Instead of trying to emulate Pakistan with its extreme poverty but having the A-bomb, why not try to emulate socially humanistic places like Sweden or Canada--who could build nuclear weapons if they wanted. Instead such countries focus on health for all, education for all and shared wealth for all their citizens. The result would be less crime, less stress, less flamboyant show of quick wealth( an obvious sign of theft), less social friction, etc.

Without the mighty military deterent implied by applied nuclear science a nation cannot assure its citizen's humanistic gains won't in an instant become the trophy of some invading force.
No one's going to attack Canada, the USA wouldn't sit back and let any invading force anywhere near the entire western hemisphere, less lone the north American continent.
African countries have no one to come to their assistance in case of war or extra-continental invasion. Any African country that can catch up to South Africa and exceed its nuclear capabilities should do so.
Nigeria is the leader and will be the first African character (versus Arabic character) nation in Africa to fully modernize and bring respect to inner Africans as achievers in the contemporary world.
It's already launched itself into the realm of real player on the world scene by having its own satellite system. Its only a matter of time until prefabs and even finished common goods are manufactured in Nigeria for worldwide distribution, then electronics, then autos, etc.

I don't agree with this idea because we all know that Arabs are going to Manipulate the pants off any Afrikan country that goes Nuclear. The minute some Afrikan nation goes Nuclear, the Arab would be right there to press the button or to take it away as a new NUCLEAR TROPHY for the Arab League.

Nigerians are by far the MOST INTELLIGENT group of Afrikans that I have ever met, honestly I have met many Nigerians before and most that I have met have been extremely intelligent in my opinion. I think Nigerians need to obtain more percentage profits from their resources in their country and INVENT something to fix the energy problem in the country because I KNOW for sure that Nigerians have the brains to do it. Honestly the world fears the intelligence that comes out of Nigeria, trust me when I say that.

Nigeria today makes the BEST tires in the WORLD, I remember reading a consumer magazine that rated tire quality and it specifically stated that Nigeria has the highest quality, Michelin has a factory in Nigeria and i'm not suprised, plus i'm sure that any technology manufacturer would be well pleased by opening up in Nigeria. South Afrika imports a large amount of skilled workers from Nigeria.

nigerians have made thier own made their own car,and they do have a electronics,computer,computer chip and arms industry and it's a matter of time when they start to sell them on the worldwide stage.They do sell some of this stuff in other african states i think.I read they are going into robotics and i heard they have made there own plasma t.v. china is making cars too and they are making robots.the nigerian movie industry is getting bigger and thier t.v. programs but it is hard to get these programs in the west.
AS YOU READ ABOVE THEY are doing something now about thier energy needs.
NIGERIA DOES have native inventions that folks in the west do not know about.
IN africa politically it's a basically equally a leader like south africa.

I DO NOT AGREE with the comment above,true if that african leader is weak that could happen,but not if the african leader is strong enough and i think there is enough africans who are aware of the arab motives in africa.IN AFRICANS IN chad defeated libya.
The arabs are not strong enough to do this .the arabs can not defeat the africans on the battle field AND AFRICANS HAVE TO MAKE SURE they are politically strong enough to not fall into any arab tricks.
besides libya already has the basic nuclear know how FROM NORTH korea ,and i think a few more arab states like algeria and a some others have this know how anyway . The arabs do not need any african nuclear know how.
south africa- minister of science and technology mr mosibudi mangena south africa has space technology but I HEARD ON THE NEWS THAT south africa plans to get some of russian's space technology.(to make their own space ships etc. south africa was going to do it by itself in the 90's but that plan was stopped to get other and to make other technological advances . It has the technology do on it's own but they are not going to reinvent the wheel since russia and south africa will be working together on this today.
