Has the colder climate placed the "lighter" races many centuries ahead of the Negro on the human evolution scale? Emphatically, YES.

^Hence, it is still an "unproven" fringe theory and as the article states, the dominant hypothesis has always stated that it is the tropics. In fact, a new (as in, Nov. 2009 and more recent than March of 2007) NOVA documentary about human origins states that human brain evolution occurred rapidly only in Africa as fluxuations in topography and environment necessitated the diversity needed to adapt.
Mind you, Neanderthals were a contemporaneous counter example from the colder regions but what happened? They were totally dominated by their tropical counter parts to the point of extinction. Nice try though.
